Mozambique's Agrifood Systems: Pathways to Transformation

A new FAO country brief, Policymaking for agrifood systems transformation in Mozambique, highlights how the country is advancing towards a more resilient, inclusive, and people-centered approach to agrifood systems.
Mozambique has introduced a range of policies to strengthen its agrifood systems, resulting in more coherent policymaking, stronger multistakeholder collaboration, and targeted investments that support food security and nutrition, climate resilience, and inclusive economic growth.
Building on global momentum from the 2021 UN Food Systems Summit, Mozambique established a Technical Working Group (TWG) to design its Food Systems Pathway, “Together for the Sustainable Integration of Food Systems, Towards Zero Hunger." This has fostered broad engagement and created a shared vision for transformation. By taking a systems approach, Mozambique is integrating policies, partnerships, and investments into a shared roadmap for transformation.
Key reforms include the creation of the Ministry of Agriculture, Environment and Fisheries (MAAP) and the revitalization of the Agrarian Sector Coordination Committee (CCSA)– a platform that unites government, partners, civil society, and the private sector to ensure policy coherence and joint action. Mozambique is also encouraging greater private sector participation, focusing on sustainable investment and innovation in the agrifood sector.
These efforts provide a strong foundation for long-term resilience and inclusive growth. Mozambique’s experience demonstrates how policy alignment, empowered institutions, and meaningful partnerships can accelerate progress towards national priorities and the Sustainable Development Goals (SDGs).
