The Proposal
AT this years IF, Comoros is presenting different investment cases aimed at increasing production and productivity, improving food security and nutrition and reducing dependency on food imports. These efforts align with the government's strategy to transform Comoros' agriculture and livestock into a thriving sector and a driving force for inclusive growth and economic diversification. The focus areas include increasing banana production, expanding the industrial poultry sector by increasing production and improving processing and commercialization, and expanding the capacity and value of capture fisheries and aquaculture to meet the growing demand in domestic markets.
These investments are critical for addressing key bottlenecks in the transformation of the national agriculture sector. They form the main pillars of value chain development initiatives, that will be presented during the 2024 Investment Forum.
The total investment cost for this year’s investment cases is approximately USD 50 million, with an estimated internal rate of return of 19-23%.

80% of animal products consumed are imported, and the quantities imported are constantly increasing. Local production of broiler chickens is almost non-existent (except for small-scale production or culled laying hens). The country imports 20 000 tons of broiler chicken meat and over 950 000 table eggs respectively (UA, 2022). The poultry investment aims at reinforcing industrial poultry production and focuses on construction and development of modern, sustainable infrastructures (i.e., product processing units, poultry transport, storage, modern slaughterhouses meeting hygienic conditions) and facilitating access to good poultry feed.

The Comoros accounts for 7 600 fishermen, including 4 000 in Grande Comore, 3 000 in Anjouan and 600 in Mohéli (Syndicat des pêcheurs, 2018). As a SIDS, Comoros has 427 km of coastline. For the fishing value chain, the proposed intervention focuses on increasing the fish production by improving access to equipment, fisheries control and safety at sea on three strategic sites, the building of 45 aquaculture production sites and investment in cold chain and enterprises for conservation and processing of fish. The main objectives of the investment proposedare to increase fish production, as well as to improve the processing and transport of fish and fishery products, which is essential for national consumption and food security in the region.

Banana is the most important crop in Comoros, both in terms of production, as well as domestic consumption. The average production of banana per farmer is 2.26 t per year. In terms of productivity, the average banana yield achieved in Comoros is 5.5 t/ha, and hence significantly smaller compared to other SIDS in the region (such as Cape Verde, with 18.08t/ha and Saõ Tomé and Príncipe with 26.06 t/ha (FAO, 2024). The Government aims to increase the annual banana production, targeting a production of 90 000 tons per year in 2030. The proposed intervention will support the production, storage and processing of banana to improve harvesting, reduce transaction costs and strengthen the commercialization of the product, which is essential for food security in the country. This investment focuses on selected districts.
