Cambodia pandemic prevention preparedness and response

The Cambodia pandemic prevention preparedness and response (CamPPR) project aims to enhance Cambodia’s preparedness, prevention, and response to potential pandemic public health emergencies by adopting a One Health approach, improving surveillance, laboratory services, and workforce capabilities.

Implementation and key components

The project will be implemented through a collaboration among the Ministries of Health, Finance, Agriculture, Forestry and Fisheries, Environment, AIIB/ADB, FAO, and the World Bank. An Inter-sectoral Taskforce will be established to oversee the project, ensuring accountability and fostering collaboration among stakeholders, including civil society and vulnerable groups. The project builds on existing investments, such as AIIB/ADB and World Bank-financed projects, and FAO’s support in policy development and capacity building.

Strengthening surveillance systems
This component involves creating a Taskforce to coordinate cross-sector collaboration, conducting risk assessments, training in core capacities, and investing in technology for real-time data and enhanced analysis. It will also strengthen capacities at points of entry and improve communication platforms

Investing in Laboratory Systems
The project will establish decentralized laboratories capable of testing a wide range of pathogens, ensure data sharing and reporting mechanisms, and meet international safety standards. It also includes training and policy development for safe cross-border livestock movement.

Developing Human Resources
This component focuses on enhancing the skills and technical capacity of the health workforce across human, animal, and environmental sectors. Activities include competency assessments, training programs, simulation exercises, and integrating One Health into educational curricula.

Expected outcomes

The project is expected to improve disease surveillance through coordinated risk communication, enhance laboratory capacities with the latest technology and safety practices, and strengthen workforce capabilities for detecting and responding to emerging diseases. These outcomes address key gaps identified in recent assessments.
