Regional Priority Programmes
The three Regional Priority Programmes provide an integrated, programmatic approach to addressing the region’s priority issues, and guide the implementation of country programmes. Most of FAO’s work in the region contributes to one or more of these priority programmes, with food and nutrition security as a cross-cutting area of work.

Although localized hunger persists in conflict-affected areas of Ukraine, the wider Europe and Central Asia (ECA) region is now more severely challenged by rising overweight, obesity and other forms of malnutrition. The war in Ukraine has intensified food security risks by disrupting production, trade and markets, while compounding pre-existing vulnerabilities and climate-related pressures.

The Emergency and Early Recovery Response Plan (EERRP) 2026–2028 outlines the Food and Agriculture Organization of the United Nations’ strategy to protect and restore agricultural livelihoods. Combining urgent agricultural assistance with early recovery measures, the EERRP supports land rehabilitation, market-oriented solutions and the adoption of climate-resilient practices, underpinned by strengthened evidence and coordination.
